PRESS RELEASE: Tina Smith Nelson of Legal Counsel for the Elderly to Receive 2024 Scoutt Prize

[District of Columbia, June 11, 2024] – The District of Columbia Bar Foundation has selected Tina Smith Nelson as the 2024 Jerrold Scoutt Prize awardee. Ms. Nelson is a senior manager with Legal Counsel for the Elderly (LCE), where she supervises, manages, and oversees civil litigation in the Economic & Healthcare Security Practice on behalf of older persons with low income who reside in Washington, DC.

 

The Scoutt Prize is awarded annually to an attorney who has worked for a significant portion of their career at a nonprofit organization, providing devoted, skillful, and compassionate legal work for underserved residents of the District of Columbia.


Ms. Nelson joined Legal Counsel for the Elderly in 2010. LCE's Economic & Health Security Practice projects include – Public Benefits, Veterans Advocacy, Probate & Estate Planning, Homebound Elderly, and Self-Help Offices. For five years, Ms. Nelson served in a leadership role with the DC Consortium of Legal Services Providers, and she continues to serve on Consortium committees.


She is an adjunct professor at The Howard University School of Law and has taught courses at The University of Maryland School of Law Summer General Law Clinical Program and Montgomery College. Ms. Nelson is a past board member of the DC Law Students in Court program (now Rising for Justice) and served on the Montgomery County (MD) Commission on Landlord-Tenant Affairs.


Ms. Nelson earned dual BA degrees in Political Science and Sociology in 1988 from The University of Pennsylvania. In 1992, she earned a JD degree from The Marshall-Wythe School of Law at the College of William and Mary. She also holds a Master of Theological Studies from Wesley Theological Seminary.


"Throughout her years of devoted service, Tina has quietly expanded the scope and effectiveness of legal representation for the District's elderly residents," reflects Seth Rosenthal, Chair of the Scoutt Prize Selection Committee. "She understands the unique legal issues seniors face and has consistently fostered successful initiatives to address them."

Before joining LCE, Ms. Nelson's previous employment included Investigative Counsel with the Office of Inspector General, Legal Services Corporation, and supervising attorney with the Maryland Legal Aid Bureau, Inc.


In 1992, DC law firm Zuckert, Scoutt & Rasenberger (now KMA Zuckert LLC) endowed the Jerrold Scott Prize in honor of Jerrold Scoutt, Jr., a founding partner of the firm, in recognition of Mr. Scoutt's long-term support of legal services.


The DC Bar Foundation will present the 2024 Jerrold Scoutt Prize to Ms. Nelson during its Fall Reception on November 20, 2024.
